Contexte

As part of a strategic reorganization of our network operations, we are seeking an experienced Program Management Service to support the program.

As part of the One Network Program, AXA is currently building a global Telco Hub to streamline and industrialize network services across regions. The project is already underway, with a first Business Case defined for some geographies.

We are now entering a critical phase requiring a Senior Project Management Service to:
• Reassess, refine, and strengthen the Business Case for Asia and the Americas,
• Structure and lead the feasibility study and RFP phase,
• Later drive the implementation roadmap across complex, multi-stakeholder environments.

The service must demonstrate strong seniority, perseverance, and the ability to navigate large matrix organizations. The Project Management Service will operate in a global environment, collecting input from a wide range of teams (Network Products, Finance, Procurement, regional IT stakeholders, external partners) while ensuring robust governance and transparent executive reporting.

Missions

Key Responsibilities
Business Case Refinement & Financial Management
• Reassess the existing Business Case and refine the financial model for Asia & Americas
• Consolidate inputs from multiple technical and regional teams
• Ensure robustness of cost assumptions, benefit modeling, and investment envelope
• Provide financial forecasts, ROI analysis, and scenario modeling
• Align Business Case deliverables with AXA Group financial governance and decision gates

Feasibility Study & RFP Preparation
• Lead the feasibility analysis for the TelcoHub extension
• Frame and prepare the RFP documentation in coordination with Procurement
• Identify local/regional constraints, operational readiness, and technical dependencies
• Support vendor evaluation processes and selection criteria definition
• Ensure alignment between technical strategy, sourcing approach, and financial expectations

Program Leadership & Cross-Team Coordination
• Collect, consolidate, and structure information from various teams across AXA GO departments
• Drive collaboration in a complex matrix environment with multiple responsibilities
• Guarantee coherence between global objectives and regional specificities
• Track and report progress on feasibility, RFP, and implementation phases
• Ensure delivery against timeline, scope, budget, and quality expectations

Risk Management & Governance
• Maintain a structured risk log and mitigation plan
• Manage decision points through AXA GO’s gating process
• Prepare and facilitate governance bodies and strategic committees
• Deliver executive-ready reporting with clear, concise, and impactful content
• Ensure alignment with Group architectural and security requirements

Change Management & Stakeholder Engagement
• Service Communication frequently with technical teams, regional IT, finance, and executives (from AXA GO and AXA entities)
• Support impacted teams in understanding the target operating model
• Drive buy-in and reduce resistance by clarifying benefits and constraints
• Ensure transparent and consistent communication throughout the engagement

Profil recherché

Expertise
• 5–10+ years in program or project management, ideally in Network / IT infrastructure
• Solid expertise in Business Case development, financial modeling, and budget tracking
• Demonstrated capacity to run complex, multi-region programs
• Expertise with RFP processes, vendor management, and large-scale transformations
• Strong Expertise of network services, telco architectures, or global connectivity programs

Technical Expertise
• Expertise to collect and synthesize information from diverse teams
• Expertise navigating highly matrixed organizations
• Expertise in operational mapping, process structuring, and governance definition
• Expertise with program management methodologies (Prince2, PMI, Agile hybrid environments)
