Project Lead - Migration GCP vers Microsoft Fabric - Freelance

Context

Veolia is executing a strategic migration of its Time Series Engine (TSE) from GCP to Microsoft Fabric (IAIP) to align with the group's Tech Backbone strategy. TSE is the critical data processing engine serving Water digital solutions (WRA, WLM) across key Business Units.

This is not a simple lift-and-shift. It's a complex transformation requiring:

• A phased approach (Crawl-Walk-Run) to manage risk and ensure business continuity

• Coordination across transverse teams (Digital, Data, Architecture) in a matrix organization

• Engagement of 8 Business Units with competing priorities and integration constraints

• Delivery within a non-negotiable timeline: TSE legacy decommissioning by end of 2027

The previous project lead has departed. We need an experienced PM to take ownership and drive execution.

Missions

• Lead the end-to-end execution of the TSE/IAIP migration from September 2026 through December 2027, ensuring:

  • On-time delivery of all project milestones (zero-slip tolerance on 2027 decommissioning deadline)

  • Zero service disruption to operational Water solutions during migration

  • Full Business Unit adoption and satisfaction

  • Effective governance and stakeholder alignment across matrix organization

  • Transparent risk management and issue resolution

• Manage the project schedule and ensure milestone delivery

• Identify deviations early and drive corrective actions

• Manage the entire project team across Build and Migrate phases

• Coordinate with Architecture, Data Product Team, and Digital Product teams on technical execution

• Validate deliverable quality before phase gates

• Propose and implement appropriate governance structure for the project

• Establish decision-making cadence and escalation paths

• Maintain project documentation and decision logs

• Report regularly to Head Project Steering Committee on status and risks

• Proactively identify risks and develop mitigation strategies

• Escalate critical issues and drive rapid resolution

• Maintain realistic assessment of timeline and resource constraints

• Adapt approach as needed while protecting core milestones

• Establish effective working relationships with Business Units

• Understand BU operational constraints and integrate them into deployment strategy

• Communicate progress, risks, and decisions transparently to all stakeholders

• Manage expectations and build confidence in the migration approach

Key Deliverables

Phase 1: Build (S2 2026 - Q2 2027)

• Transparent Bridge architecture operational (Step 1: Crawl)

• PowerApps UI implementation complete

• POC validation passed with all critical features tested

• Migration readiness assessment for pilot phase

Phase 2: Migrate (Q3 2027 - Q4 2027)

• Spain pilot successfully launched and validated (Q3 2027)

• France rollout completed with full BU adoption (Q4 2027)

• TSE legacy infrastructure decommissioned (December 2027)

• Zero unplanned service disruptions

Phase 3: Governance & Change

• Project governance framework established and operating effectively

• BU engagement strategy executed with measurable adoption metrics

• Change management plan delivered and executed

• Stakeholder communication cadence maintained throughout

Critical Success Factors

• All phase gates met on schedule (Spain pilot Q3 2027, France rollout Q4 2027)

• TSE legacy decommissioned by December 31, 2027

• No unplanned service disruptions during migration

• High BU adoption rate by end of project

• Project delivered within approved budget

• Sponsor and BU satisfaction with project leadership and communication

• 8+ ans d'expérience sur des migrations data un peu costaudes, avec une vraie crédibilité technique (cloud, architecture data)

• L'habitude d'animer des équipes transverses qui ne lui reportent pas (Data, Archi, Digital)

• Du caractère : c'est le point sur lequel il a le plus insisté. Il cherche quelqu'un qui challenge et qui défend son périmètre face au management.
