Expert Programmamanager Infrastructure Projects (NL) - Freelance

Context

Higher education (Master or Bachelor) with a technical/engineering background or equivalent through experience.

• Proven experience in technical environments within which the projects and programs are situated.
• Communication- and customer-oriented, preferably demonstrated through preparation/training.
• Minimum 15 years of experience in infrastructure projects or development projects.
• Of which at least 10 years of experience in leading and managing projects with total budgets of minimum 1,000 K EUR.
• Of which at least 5 years of experience in leading programs related to infrastructure projects or development projects.
• Capacity to oversee multiple individual projects and manage and optimize the substantive connections between the various projects.
• Ability to use project management techniques and tools (risk management, issue management, etc.).
• Very good knowledge of the terminology, organization, roles, and processes of PM methodology (e.g., Prince-2), preferably demonstrated by certification. Able to transfer expert knowledge on the subject.
• Very good knowledge of a program management methodology (e.g., MSP), preferably demonstrated by certification. Able to transfer expert knowledge on the subject.

Missions

• Lead programs related to infrastructure projects or development projects.
• Manage and coordinate multiple projects within the program, ensuring alignment and optimization of interdependencies.
• Apply project management techniques and tools such as risk management and issue management.
• Transfer expert knowledge on PM methodologies and program management methodologies to the team.
• Ensure communication and customer-oriented approach in project and program management.

Tools & Environment

• Project management methodologies: Prince2, PMBok, Agile, Scrum, MSP.
• ITIL framework.
• HRIS platform experience.
• SAP experience.
• Project management tools for risk and issue management.

Additional Information

• Minimum 15 years of experience in infrastructure or development projects, including at least 10 years managing projects with budgets over 1 million EUR.
• Experience within the public sector is a plus.
